    The NAIC adopted the Model Bulletin on the Use of Artificial Intelligence Systems by Insurers on December 4, 2023. It asks insurers to run a documented AI systems program covering governance, risk management and internal controls across the model lifecycle, and it sets out what a department can request during an investigation or market conduct exam. Twenty-five jurisdictions had adopted it as of the NAIC's April 2026 implementation map; California, Colorado, New York and Texas issued their own insurance-specific guidance instead. The NAIC's AI Systems Evaluation Tool, a structured examiner questionnaire, is running as a 12-state pilot and is expected to be adopted at the 2026 Fall National Meeting.
